The Department of Science and Technology – Region 1 (DOST-1), through the Provincial Science and Technology Center – La Union (PSTC-La Union), has provided innovation system support to eleven (11) micro, small and medium enterprises (MSMEs) in La Union amounting to PhP 3.88M for 2016.

Under DOST’s Small Enterprise Technology Upgrading Program (SETUP), the manufacturing firms are provided with appropriate production equipment and facilities to improve their production efficiency and product quality. The firms assisted have businesses that were in line with SETUP priority industry sectors, namely: 1 in Agriculture (A&A Ricemill in San Juan); 6 in Furniture (Edaren and Macoy Furniture Shops in San Juan, Mr. Li in Caba, RJJ Furniture Shop in Tubao, Bosyong Furniture Shop in Naguilian and Coloma Furniture Shop in Bangar); 3 in Metals and Engineering (Magat’s Welding Shop, Potpot Autocare Center and Lawin 2010 Auto Glass & Aluminum Supply & Iron Works in the City of San Fernando); and 1 in Food Processing (Ayah Ibu Bakery in Sto. Tomas).

The 11 MSMEs also received other science and technology interventions like product label design and packaging execution to improve product shelf-life and penetrate additional markets; technology trainings, technical assistance and consultancy services to upgrade the technical skills of their workers and conform with regulatory and market requirements.

PSTC-LU has submitted 13 project proposals with 100% approval rating. These proposals passed through the stringent evaluation of the Regional Technical Evaluation Committee (RTEC) composed of experts from various government agencies, academe and private sector. The RTEC recommends proposals for approval of or endorsement to the Office of DOST Undersecretary for Regional Operations (for those projects higher than PhP 2.0 M) by the DOST-1 Regional Director, Dr. Armando Q. Ganal.

Meanwhile, two more approved projects will be funded in January 2017 worth PhP5.0M for JC Laroco Ricemill in Tubao and Modulhaus Inc. in Agoo.

DOST launched SETUP in 2002 in response to the call for more focused programs of assistance for small and medium enterprises (SMEs). SETUP is a nationwide strategy to encourage and assist SMEs to adopt technological innovations to improve their operations and thus boost their productivity and competitiveness.

The program enables firms to address their technical problems through technology transfer and technological interventions to improve productivity through better product quality, human resources development, cost minimization and waste management, and other operation related activities.
