A total of 10,321 Board of Election Inspectors (BEIs) in Ilocos Region have passed the certification process conducted by the Department of Science and Technology (DOST) 1 on March 2-22, 2016.

According to Mr. Michael John C. Maquiling, DOST CORE Certifier for Region 1, a total of 10,746 teachers underwent the certification for BEIs for the May 9, 2016 Automated Election System (AES). As a result, 96.05 percent or 10, 321 passed both the written and practical examinations for the operation of the Vote Counting Machine (VCM).

In Ilocos Norte, 1,486 BEIs passed the certification based on the 1,499 while Ilocos Sur has a total of 1,777 BEIs passed out of 1,867 participants.

On the other hand, only 95.94% or 1,630 were certified in La Union with an actual number of 1,699 target participants. Also, 5,428 were confirmed as certified BEIs in Pangasinan based on 5,681 total administered BEIs.

“The list of certified BEIs were submitted to Commission on Elections (COMELEC),” he said.
He also added that certified BEIs as trained by COMELEC will primarily facilitate the voting and counting of votes in their respective polling places. Likewise, the BEIs are responsible in the supervision and control of the election in their assigned precincts.

For Region 1, the pool of DOST Certifiers were composed of 24 competent certifiers and 8 members of the Quick Response Team. The DOST 1 staff and qualified personnel from partner State Universities and Colleges were the members of DOST Certifiers. “Each province was led by a designated Supervising Certifier”, he said.

The DOST Certification Program for the BEIs for the 2016 National AES is in response to Republic Act (RA) No. 8436 and amended by RA 9369 where AES shall be adopted, at least one member of the BEIs shall be an information technology-capable person, who is trained or certified by the DOST to use the AES.
